One way this scheme is being promoted is by the use of businesses and discounting. This is a cost free way for the council to promote the use of the card.

I am unsure why a business would actively give a discount to every Hillingdon resident and risk alienating customers from outside the borough.
Hillingdon have finally published a list of these businesses. We will be keeping an eye out and updating a list of businesses that have signed up and businesses who later remove the privilege. For the current list, click here.
On 20th February 2009, Hillingdon issued a press release saying that 215 businesses have signed up.
On 14th May 2009, Steve Palmer (IT), said that 322 businesses have signed up.
The businesses, so far, have no way of reading your card or getting any other information. You simply show your HillingdonFirst card to the business owner and they give you the discount as advertised. Hillingdon do not know what you have bought or how much you have spent, but it helps to promote the card by making you think you are missing out otherwise.
